Executive Director / Chief Executive Officer
Position Summary
The Executive Director / Chief Executive Officer (CEO) is responsible for the overall strategic leadership, operational management, and financial sustainability of the First Nations National Building Officers Association (FNNBOA).
Reporting directly to the Board of Directors, the CEO ensures the organization fulfills its mission, strengthens member services, advances building standards and safety within First Nations communities, and maintains strong partnerships at the regional and national levels.
The CEO serves as the primary spokesperson and representative of FNNBOA and is accountable for implementing Board-approved strategic priorities while ensuring effective governance, compliance, and organizational performance.
The position will report to the Board of Directors (or designate).
Key Responsibilities
Strategic Leadership
Develop and implement a multi-year strategic plan aligned with FNNBOAโs mission and Board direction.
Identify emerging trends in building codes, housing, infrastructure, training, and First Nations governance.
Provide leadership in advancing professional development and certification initiatives.
Advise the Board on policy, risk management, and long-term sustainability.
Governance & Board Relations
Support the Board of Directors in fulfilling its governance responsibilities.
Prepare and present regular operational, financial, and strategic reports.
Ensure compliance with bylaws, policies, funding agreements, and applicable legislation.
Facilitate Board planning sessions and annual general meetings.
Financial Oversight & Sustainability
Develop and manage annual budgets in collaboration with the Board.
Ensure sound financial controls, reporting, and audit readiness.
Secure diversified funding through grants, partnerships, sponsorships, and program revenues.
Oversee financial risk management and long-term sustainability planning.
Oversee membership for the association.
Operations & Program Management
Oversee daily operations, staff supervision, and contractor management.
Ensure effective delivery of training programs, conferences, and member services.
Maintain high standards of service excellence and accountability.
Establish internal systems for performance measurement and reporting.
Write proposal to advance FNNBOAโs objectives and projects.
Experience writing reports to be published on FNNBOAโs website.
Demonstrated usage of Microsoft Word, PowerPoint, Excel, and Teams.
Knowledge of QuickBooks.
Stakeholder & Partnership Development
Represent FNNBOA in discussions with federal, provincial, territorial, and First Nations governments.
Build and maintain strategic partnerships to enhance training, certification, and technical capacity.
Advocate for First Nations building officials and housing professionals nationally.
Communications & Representation
Act as the official spokesperson for the organization.
Oversee marketing, communications, and member engagement strategies.
Present at conferences, working groups, Parliamentary/Senate committees and national forums.
Promote FNNBOAโs role in advancing safe, sustainable housing in First Nations communities.
Qualifications & Experience
Post-secondary education in public administration, construction management, housing, business, or a related field (masterโs degree considered an asset).
Minimum 7โ10 years of senior leadership experience in a non-profit, housing, construction, or Indigenous governance environment.
Strong knowledge of First Nations housing, building codes, infrastructure, and regulatory frameworks.
Demonstrated financial management and budget oversight experience.
Experience working with Boards of Directors and governance structures.
Experience writing proposals for funding.
Experience writing position papers.
Proven ability to secure funding and manage multi-source agreements.
Strong communication, negotiation, and public speaking skills.
Knowledge of national building codes and standards.

Compensation

Contract range is $90,000 to $110,000

Project Manager
Position Summary
The Project Manager will play a key role in supporting FNNBOAโs mandate to strengthen technical capacity, housing management, infrastructure development, and professional standards within First Nations communities across Canada.
This position is responsible for planning, coordinating, and delivering projects, training initiatives, conferences, and strategic programs that support safe, sustainable housing and infrastructure development.
The Project Manager ensures projects align with FNNBOA priorities, funding requirements, and community needs while maintaining strong partnerships with First Nations, government agencies, and sector organizations.
The Project Manager provides administrative support to the Board.
Key Responsibilities
Project Planning & Implementation
Lead planning, coordination, and delivery of FNNBOA projects, training programs, conferences, and initiatives.
Develop project work plans, budgets, timelines, and reporting frameworks.
Monitor project progress, risks, and deliverables of projects.
Ensure projects meet funding requirements and organizational objectives.
Write proposals to advance FNNBOA initiatives.
Coordinate proposal writing with FNNBOAโs partners.
Stakeholder & Community Engagement
Liaise with First Nations communities, housing professionals, technical experts, and partner organizations.
Maintain collaborative relationships with funders (e.g., Canada Mortgage Housing Corporation or Indigenous Services Canada) and sector partners.
Facilitate meetings, working groups, and consultations.
Financial & Administrative Oversight
Track project budgets, expenditures, and financial reporting requirements.
Support funding proposals, contribution agreements, and reporting obligations.
Ensure compliance with organizational policies and funding guidelines.
Training, Conference & Event Coordination
Support planning and delivery of technical training, workshops, conferences, and networking events
Coordinate logistics, speakers, materials, and communications.
Assist with participant engagement and evaluation.
Reporting & Documentation
Prepare progress reports, briefing notes, presentations, and project documentation.
Maintain accurate records for audit, reporting, and accountability purposes.
Support strategic planning and organizational reporting.
Qualifications & Experience
Post-secondary education in Project Management, Construction Management, Housing, Community Development, Business Administration, or related field (or equivalent experience).
Minimum 3โ5 years project management experience (housing, infrastructure, or Indigenous sector preferred).
Experience working with First Nations communities or Indigenous organizations strongly preferred.
Experience writing proposals and reports for publications on FNNBOAโs website.
Knowledge of housing, infrastructure, asset management, or technical services are considered an asset.
Knowledge of building inspection process.
Knowledge of building codes and housing standards.
Knowledge on the process, responsibilities and construction of homes in First Nations communities.
Experience working with QuickBooks (online), MS Teams (setting up webinars for large groups), Microsoft Word, Excel and PowerPoint.
Experience reporting to a governing Board.
Knowledge to organize and plan Board meetings and book hotel rooms for conferences.
