Procurement in First Nations Communities (2 sessions)

Webinar description

Procurement functions are about much more than bringing goods and services into an Indigenous community. It comes with huge expectations especially when you’re spending the community’s money. You need to operate transparently – dealing with dynamics of Chief and Council - all while navigating a web of procurement policies, procedures and legislation. The course will focus on the main principle of procurement, describe the key stages in the procurement cycle, and how to develop your own procurement policies and procedures.

What students will learn

  • Know the importance of transparency and responding to Chief and Council and suppliers.

  • Apply the steps needed for managing a competitive bid process, from the request for proposals or qualifications through to negotiating the contract

  • Know what it takes to set up a competitive bid for a contract

  • Defend their position on why a particular supplier should be selected based on an evaluation strategy

  • Be responsible for managing supplier performance, including controlling quality and setting and monitoring standards

  • Develop their own policy and procedure

  6. Contractors working for the communities.

Instructional Hours

  • Course notes/readings materials should be reviewed prior to webinar.

  • Webinar seminar - 2 hours total

    • Webinar one – Selecting contractors and contract management

    • Webinar two – Transparency and development of procurement policies.

  • Course notes – These are the Procurement Booklets available at www.FNNBOA.ca

  • Computer based communication capability – Webex (instructions will be provided on how to access Webex)

  • Smart phone if you chose to use it for the courses.

  • Students are recommended to review lecturer notes in advance of the lecturer.

Prerequisite

Based on the feedback from the seminars, if there is a need to establish a course on procurement, participation in this seminar may be a requirement. Individuals are encouraged to participant in the seminars which will allow them the opportunities to attend any future courses. If there is a demand for more information, two additional procurement webinars will be provided.
